Our RTK request was denied. We are left wondering what is option/plan C?

As we posted earlier in the NEWS section of the website, we filed a Right To Know request with East Allen Township regarding the Draft Weaversville Curve Study. Approximately 35+ days later, after not receiving a response from the Township, we filed an appeal with the Pennsylvania state OOR. Attached below is OOR’s denial response.
From the minutes of the 8/26/21 board of supervisors open public meeting:
3. Discussion on the Draft Weaversville Curve Study J. Milot presented the different variations of PennDOT’s Draft Weaversville Curve Study and the benefits or improvements needed to each of the draft plans. J. Milot recommended Plan C with improvements to make it less intrusive to property owners along Weaversville Road and better improvement overall. The cost-benefit scenario with the least intrusiveness would be Plan C. The Board specified that this project right now is a concept only and discussed the length of the project being done in possibly ten to fifteen years.
A motion to authorize the township engineer to relay to PennDOT that the township is interested in pursuing option C with the township engineer’s input and modifications put into it was made by M. Schwartz. Seconded by Heiney. VOTE: C. Cruz, yes; D. Heiney, yes; G. Hunsicker, yes; M. Schwartz, yes; R. Unangst, yes. ALL IN FAVOR. MOTION CARRIED.
